Firms from Brazil, Chile, Colombia, Portugal and also Peru are lining up as potential bidders for a 25-year, USD 175m toll road concession for Section 2 of the Longitudinal de la Sierra highway in northern Peru, sources told InfraLatinAmerica. A source from Portuguese construction company Mota-Engil confirmed that his firm plans to put forth a bid with its subsidiary Ascendi, while a source from Colombian construction firm Sainc said his company intended to partner with compatriots Pavimentos Colombia and El Cóndor to prepare a proposal. Meanwhile, a source from Chilean developer Belasco acknowledged that his company had acquired the tender documents and was studying the process with interest. In a recent interview with Peruvian business daily Gestión, Ricardo Boleiro, managing director of Odebrecht in Peru, mentioned the Longitudinal de la Sierra, the Chavimochic irrigation system and Line 2 of the Lima subway system as the local projects that most interested the Brazilian construction company. Other possible bidders for the toll road concessions are Conalvias from Colombia and Cosapi, JJC and Obrainsa from Peru, one source said.
ProInversión has set deadlines of 18 November for submitting prequalification documents and 17 December for submitting financial and technical proposals. After it has reviewed the financial proposals, ProInversión will open on 19 December and likely announce the preferred bidder the same day. ProInversión issued the final version of the concession contract on 17 July, but various ministries and government agencies still have to approve it. To view the contract, click here. Section 2 of the Longitudinal de la Sierra involves 879km of highway, with the main section between Cutervo in the Cajamarca Region and Huamachucho in the La Libertad Region. The eventual concessionaire will also manage two sections of road that connect the Longitudinal de la Sierra to the Pan-American Highway on the Pacific coast. The estimated USD 175m in construction costs will be funded with a combination of future toll revenues and availability payments.
